Ministry of Defence India, The Defence Acquisition Council (DAC) chaired by defence minister Rajnath Singh has rejected ADL (Adani Defence Ltd.) and state-run HSL (Hindustan Shipyard Ltd.) from the bid and shortlisted the Mazagon Dock Shipbuilders Ltd. and L&T (Larsen & Toubro Ltd.) for the mega P-75 Submarine project to build 6 submarines.
The committee found that Adani defence Ltd. has not formed all the clearances to form the joint venture with HSL to put in the bid for the submarine project. In this, the Adani did not make any comment and HSL was not been reached.
The DAC has allowed the foreign manufacturers to form a joint venture with their Indian Strategic Partners (ISPs) to construct six conventional submarines in India.
Mazagon Dock Shipbuilders Ltd. and L&T will now form the joint venture with individual foreign partners to submit the final bids for manufacturing the six submarines. Five foreign companies have shown interest in the submarine project of which Mazagon Dock Shipbuilders Ltd. and L&T will choose one from South Korea’s Daewoo Shipbuilding and Marine Engineering Co. Ltd., France’s Naval Group, Spain’s Navantia, Russia’s Rosoboronexport and Germany’s TKMS.
The contract is being processed under the ISPs model, which allows the local vendor to manufacture the submarine within the country with their counterpart, by transfer technology. The ISPs model aims to show India as a manufacturing hub for defence equipment and to establish the R&D ecosystem within the country, which is capable to meet the requirements of the armed forces as well as to boost the export of defence equipment.
